Bangalore, Hyderabad, and Pune are the three cities most frequently shortlisted for a new GCC, and each has a genuinely different profile once you look past the generic "top India tech hub" pitch. The right choice depends heavily on which functions and skill sets you're actually hiring for.
Bangalore
The deepest and most mature talent pool for software engineering and product roles, with the longest track record of GCCs at scale. That maturity also means the highest real estate and senior-talent cost of the three, and the most competitive hiring market -- attrition tends to run higher here than in less saturated hubs, because talent has more competing offers.
Hyderabad
Strong and growing in engineering, life sciences, and increasingly in GCC-specific roles, with a large existing base of established GCCs across sectors. Real estate and compensation costs sit below Bangalore for broadly comparable talent depth in core functions, though the market is thinner than Bangalore's for very specialised or niche technical roles.
Pune
Strong in engineering and manufacturing-adjacent functions given the region's industrial base, with a lower cost base than Bangalore. Talent depth for GCC-specific roles is real but generally shallower than Bangalore or Hyderabad for large-scale, function-diverse GCCs.
What should actually decide it
- The specific functions you're hiring for first. A finance-and-accounting-heavy GCC has a different city calculus than an engineering-heavy one.
- Planned scale. A 500-person GCC needs a city with enough depth to hire at that pace without cannibalising a small local pool; a 30-person centre has more flexibility.
- Existing employer presence. A city where your industry already has a strong GCC presence usually means an existing trained talent pool to hire from, not just a general labour market.
- Real estate and total comp cost at your planned scale, not the headline city-level averages quoted in generic comparisons.

Build a shortlist of the specific roles you need to fill in year one, and check actual talent availability and comp benchmarks for those roles in each city, rather than relying on a general "best GCC city" ranking that isn't function-specific.
